Have you looked into NOMAD's AUDIT facility? It does what you're looking
for, record time, date and userid for various transactions.  I've heard
several people talk badly about it because it doesn't provide enough info
to be used as a rollback transaction log but if all you want is to know
who deleted what and when, then it should have your answer.
